73, died Tuesday at Saint Clare’s Hospital in Dover. For 34 years, Mr. Downey was the Criminal Justice Planner for the Hudson County Prosecutor’s Office, securing millions of dollars annually in law enforcement funding for all of the municipalities in Hudson County. He was also involved in several other government positions. During this time, Mr. Downey served honorably under seven different prosecutors. Mr. Downey received his bachelor’s degree from Seton Hall University and received his MBA from Fordham University. He was predeceased by his wife Patricia Ann Downey in 2013. Mr. Downey was also involved in the Bayonne Community Mental Health Center and the Bayonne Boy Scouts Council, and was a member of the Knights of Columbus. Mr. Downey is survived by his children, a son and a daughter-in-law, William (BPD) and Mary Downey of Howell; another son, Brian Downey (NYPD) of New York City; a daughter and a son-in-law, Erin and Alex Morales of Avenel; a sister, Joan Salinas of Allentown, Pa.; and his grandchildren, Cecilia, Liam, Emily and Olivia.
