2015 CHANGES
QUESTION: In high school girls’ and boys’ volleyball, is it legal for a team to submit a lineup that lists a starting number that no team member is wearing? Is this a minor infraction without penalty? Is this considered a simple clerical error?
ANSWER: If a player is listed on lineup and that number does not exist, team is required to make a substitution with player wearing a legal number. Team is charged with a substitution to start the set. There is no further penalty. (Rule 7, Sec. 1, Art. 5)
QUESTION: When a team is assessed an unnecessary delay, is the team still assessed a time out?
ANSWER: For a variety of substitution and playing violations, this season, unnecessary delay penalties include administrative yellow card (initial violation warning) and administrative red card (subsequent violations with loss of rally / point awarded to opponent). No time out will be assessed and head coach is not required to remain seated during play. (Rule 9-9-1). For illegal equipment or wearing of jewelry during play, the unnecessary delay penalty (time out assessed) is still enforced. (Rule 4-1-7, Penalty).
