HOBOKEN — Actress and ’60s singer Darlene Love will headline the fall Hoboken Arts & Music Festival on Sept. 28 from 11 a.m. to 6 p.m. The fair runs from Observer Highway to Seventh Street and features more than 300 vendors, artists, and musicians, with a special area for kids. Concerts take place all day on three stages.
