Like a car stuck in the mud, the City Council continued to spin its wheels over the issue of rent control Wednesday night, as Councilman Stephen Hudock and tenants’ rights activists struggled to get control of the wheel. Before the evening was through, a rent control ordinance that had passed the council earlier this year was repealed, another which had been introduced and not debated was withdrawn and a third was introduced.
