QUESTION: In high school volleyball, the referees agree beforehand to exchange positions during each set of the three set match. First referee (R1) will be the “up official” on the stand while second referee (R2) will be “floor official” during the first and third sets. Position exchange will take place in second set.
Is this a legal procedure?

ANSWER: This exchange is not proper protocol; exchange of duties may only take place during a match if an official cannot continue (Rule 5, Sec. 1, Art. 4).

QUESTION: A ball lands near an end line and is signaled “in” by the line judge. First referee (R1), the “up” official sees the ball land completely out of bounds. Can (R1) overrule the line judge?

ANSWER: Yes, (R1) has the final decision and has responsibility to make correct call; hence, ball is called out, loss of rally and point awarded (Rule 5, Sec. 4, Art. 3 (a-3)).
