New York Times report says voter impersonation almost never happens — but Hoboken case is cited as one of a few that did

The New York Times ran a story on Wednesday saying there are very few cases of voter impersonation. The story can be found here.
In Hudson County, law enforcement officials rarely prove voter fraud, but there are many allegations — and one person caught in the act in Hoboken in 2007. He was homeless and there was no followup afterward to find out who paid him off. For every person caught, how many others were in on the same scheme?
