Questions about soil removal downtown

Dear Editor:
For the last five months, post Super-storm Sandy, I’ve seen a certain company working in town. They seem to be removing soil that “may” have been contaminated from the flooding. They remove roughly 4-6 inches of soil and replace it with what looks to be clean soil. There doesn’t appear to be any testing being performed and I would imagine that there was more than 4-6 inches of soil that was affected by leaking oil tanks and other forms of contaminants during the storm. It almost seems like an exercise in futility as the “bad” soil below is mixing in nicely with the good soil that is being placed on top.
I’m also curious as to who is paying this company as they are working on both private and public property. Last but certainly not least they completely skipped over the community garden at 3rd and Jackson Streets. Can someone shed some light on this for me, please!
