HOBOKEN — The St. Patrick’s Day Parade in Hoboken kicks off at 1 on Washington Street, but the bars opened at 9 a.m. and some house parties started around that time. Pictured, a keg and cooler on a fire escape on Willow Avenue. The city will be fining people up to $2,000 for offenses like public urination and open beer consumption outside.
