Does JCPD have their own rules?

Dear Editor:
Now I fully understand the JCPD though not wearing a seatbelt themselves giving out tickets to drivers that are not wearing their seatbelts…seatbelts for them can be cumbersome…but I do not understand the JCPD giving out tickets to drivers for using their cell phones. If I see 10 police cars in my travels through the city, I can honestly say that nine of them are on the phone while driving. I have actually seen a JCPD officer having a conversation on his phone (and let me say although I could not hear it, I am sure it was not work related, let me just say) and he actually pulled over a car to ticket it for talking on the phone while driving.
Is there one set of rules for “them” and one for the rest of us? How can the JCPD uphold the law when they do not abide by the law? Just asking.
